PNAs must be more robust, Pharmacy Voice warns government

Pharmaceutical Needs Assessments must be judged on need and allow for competition and innovation and the potential for existing contractors to invest in their businesses, Pharmacy Voice has warned the Government. In a vigorous response to the Department of Health's consultation on market entry, Pharmacy Voice expressed “serious concerns” about the quality and accuracy of current PNAs. The body wants to see applications judged on a case-by-case basis and allow for contractors to invest in their premises, staff and services. “Robust pharmaceutical needs assessment are an appropriate basis for market entry - robust being the operative word,” said Rob Darracott, the chief executive of Pharmacy Voice. “Unfortunately, PNAs published by Primary Care Trusts in the past 18 months have been, in many cases, substandard and defensive. We would like to see these concerns addressed as a matter of urgency, to underpin implementation of the new regulations. “As regards market exit, it is an important principle that sanctions for poor quality provision are applied consistently and proportionately.” Pharmacy Voice has also called for the distance selling exception to be scrapped and said that in future, decisions on applications should be made by the NHS Commissioning Board and based on need.
