- IPCN members urged to support targeted outreach to vulnerable and underserved populations, and provide trusted, front-line patient education to address concerns.

- The government should ensure appropriate clinical and financial recognition of pharmacy-led vaccination delivery.
The Independent Pharmacy Contractors Network (IPCN) on Wednesday (18) said its members across England are willing to support the Department of Health and Social Care (DHSC) and the UK Health Security Agency (UKHSA) in their fight against the meningitis outbreak in Kent.
It said that with the appropriate mobilisation of vaccine stock and operational support, pharmacies can play a critical role in protecting public health, particularly in high-risk areas.
The IPCN has called upon its members to establish pop-up vaccination clinics in outbreak zones and extend existing vaccination services, including evening and weekend provision.
They should support targeted outreach to vulnerable and underserved populations, and provide trusted, front-line patient education to address concerns and improve uptake.
IPCN has urged the DHSC and NHS England to release sufficient vaccine stock directly to community pharmacies in affected regions and to enable flexible commissioning arrangements to enable rapid service deployment.
They should ensure appropriate clinical and financial recognition of pharmacy-led vaccination delivery, and provide clear national and local guidance to support consistent implementation.
IPCN said that community pharmacies have a well-established track record of delivering national vaccination programmes, including seasonal influenza and COVID-19.
Its infrastructure, workforce, and trusted patient relationships position it as a ready-made solution for rapid public health intervention.
However, it emphasised that this response must be underpinned by adequate resourcing and fair reimbursement, ensuring that contractors can deliver safely, sustainably, and at the required clinical standard.
IPCN spokesperson Ahsan Bhatti said, “Community pharmacies are embedded at the heart of their communities. Our members are ready to act immediately to support DHSC and UKHSA in managing this outbreak. With timely access to vaccine stock and the right commissioning framework, we can deploy quickly, reach those most at risk, and relieve pressure on other parts of the NHS.”
